Basically, the man is doing a Venture Capital "Pump & Dump" maneuver on the whole fucking country.
In the process, he's getting rid of all the deadweight, as he sees it.
He wants to cause food insecurity to the point that there are going to be food riots.
Once there are food riots, he will blame the rioters. And declare Martial Law.
He has his hand-picked Secretary of Defense. Who has promised he will use the full force of the US Military against US civilians in Holy War.
He is going to have a goddamned purge.
He will only feed people who offer full loyalty to Trump.
And if you aren't loyal? You don't get food. Your family doesn't get food.
If you are in any way unable to contribute to his version of your place? You don't deserve food anyways.
This is what he means by that there is going to be "a little pain."
